Golden pensions:the italian parliament doesn’t want to change Rejected the idea of abolishing the privileges

By Paola Zanca on Il Fatto Quotidiano

On 21 September, the majority share has touched 498. One hundred MPs were absent. But it is not difficult to guess how they would have voted. At stake is the possibility of abolishing the pension to the deputies themselves. After all, why deny the opportunity to take three thousand euros (4200 CAD)per month for the rest of their days working just five years?

The practice hurry in 4 minutes and 49 seconds. Antonio Borghesi, IDV (opposition party) and deputy first signatory of the agenda, explained to colleagues that "there is nothing, absolutely nothing, of demagoguery in our proposal" can be done, someone would have said. As long as the contributions deducted in the payroll of parliamentarians will be "paid at the institution according to the job previously held by the deputy." And if one has never done anything but a politician? "INPS fund has a separate management, they use it also co.co.co - explains Borghesi - Calculate the contributions and provides the pension as a result, as for all workers in the world." Vice-President of the Chamber Maurizio Lupi gives the opposite view and opens the voting. Nothing to do, only 22, all IDV, they say yes we can.

The others do not even think about it. "If Borghesi had asked to speak about the past, we could discuss it - said the deputy Pd (other opposition party) Quartiani Erminio, - but he proposed to abolish the annuity. Point. And that is demagogic, populist, does not take into account the cost-savings that we have already achieved and reinforces the idea that Parliament should be composed of yes-men who meet a leader who distributes benefices, because they have no economic independence. " …"Too bad it has not said that day in the Parliament - replica Borghesi - If someone had stood up to explain this point, we could think how to work on." But no, everyone was seated in place. Why not just spend a peaceful retirement or to ensure that to politicians what is for everyone, including the poors. In the 220 million of euros (308.250.000 CAD) that we are going to spend the next year (as well as the past and even after that) there is more than anywhere else. There are those who take a board for the past twenty years who have been in Parliament two months and a few days: is the lawyer John Valcavi, Senator proclaimed 27 March 1991 and resigned on June 18 of that year, from April '92 enjoys a pension of 3,108 euros (4354 CAD) per month. Recently attended the Palace also the former leader of Power Worker Toni Negri: Radical elected from the lists in July of 1983, he fled to France after the "yes" to proceed with the authorization for his arrest. Borghesi has calculated his stay in Montecitorio for 64 days is enough to guarantee him since 1993 - the year of his 60th birthday - a pension of 3,000 euros (4203 CAD) per month. It lasted even less - a day to be precise - the status as a Member of three radicals: Angelo Pezzana, Graver Piero, Luca Bone. They resigned the day after the election but still receive 1,733 euros (2428CAD) for life.
Now, the reform introduced by the Prodi government (last oppositions Government before Berlusconi), the right to the annuity matures only after a full term (5 years) and take the age of 65 years of age. The point is that we continue to pay the wicked rule of the past, when one day was enough to secure a future in Parliament. Then we moved to a minimum of 2 years and a half….Thus - rebuild again Borghesi - Congressman Antonio Martusciello Forza Italy, 48 years, 24 months of work, receives 7,959 euro (11751 CAD)gross annuity. Since July he has been suspended because he was elected commissioner Agcom (and only through the reform of 2007 the two allowances are incompatible), but can feel comfortable that at the end of the mandate will still have to live on. The former minister Alfonso Pecoraro Scanio, a member for 16 years receives 8,836 euro(12.380 CAD) gross per month. Enrico Boselli (SDI), 51, 7958 euros a month. How Oliviero Diliberto, secretary of the PDCI, 52. Annuity for more than 6,000 euros (8406 CAD) per month for the fifty years old (or so) Udeur Mauro Fabris, the former secretary of the PRC Franco Giordano, Maurizio Ronconi UDC, Dario Rivolta Forza Italy. Exceed eight thousand euros (11.200 CAD) 57enne Marco Taradash, the same age Alfonso Gianni, Vittorio Sgarbi , just to name a few. It Can do a certain effect that the protagonists of the dark years of the First Republic are still fed by the Italian State. It is true that the former Minister Claudio Martelli returned 800 million of liras to rectify any conviction to the Income Security. It is also true that still arrive each month on behalf of 8,455 euros as a reward for his career in Parliament. O Paolo Pillitteri, a former mayor of Milan, in the nineties sentenced for crimes against public administration: he was a Member and he is entitled to more than four thousand euros (5600 CAD)per month.
139 Millions of euros (195.000.000 CAD) we spend on life annuities for Members of the Parliament in 2010.
3.108 (4354 CAD) is the average amount of monthly pension for an MP
80 millions of euros (112.00.000 CAD) the annual expenses for grants to the former senators.
498 members of the Parliament who voted NO to discuss more the subject.

The Protest day by Purple People (Popolo Viola)

The policy has to learn from them yet. All predictions wrong, all evaluations of the staffs of the policy. Without resources, no money and no equipment, once again the Purple people (a protest movement born on Facebook against Government ) filled the streets of Rome.

One worrying gathering of troublemakers: hoisted subversive slogans such as "who seeds culture collects democracy" and posters of questionable taste, such as with the 500 euro banknote and an inscription below: "This is my salary." The organizers were even worse, as exhibited purple shirt with a yellow writing: "We are partisans, you courtiers." Maybe it will be the case that the policy this time will really make herself some questions. For example, ask why a handful of boys, aged between 18 and 35 years, armed only with sticks Internet has the potential to mobilize more than the entire parliament oppositions. It will perhaps be the case to stop with the stereotypes, caricatures, the continuous portraying these guys as subversive of free ideas and slogans good for every occasions. If there was one thing that struck yesterday, through the crowd, was the sense of poise and festive serenity which filled everyone went to Piazza San Giovanni. Students and professors, all signs of insecure and color, ultralaureati frying chips at McDonald's and while preparing the master knowing of being judged by a a commission made up.

Politicians Paint them as a patrol of rowdy fans, but they are people with a head on his shoulders, reading and making information on the Internet and in newspapers, part of the enlightened minority who still devours books. There is a very important point, which still must be told, if you try to paint this place: Purple people is one in the long history of opposition movements organized in Italy which does not know any way of verbal violence and extremism physics, which bans the keeping order services, which represent themselves without mediation, without resort to illegal hiring agencies of political consensus. The moment of greatest emotion, yesterday, the slogans shouted, when Salvatore Borsellino spoke ( son of a investogator killed by mafia as he was investigating about policy and mafia connections), was: "Out of the mafia from the state." If the parties of the opposition, before rolling up their sleeves, could just think we can learn something from these guys, maybe Berlusconi could have a bit more difficulty to extend its political and media dusk.

More about the Pope in Palermo and the Freedom in Italy

Here comes the Pope, the Constitution suspended, ducetto blasphemer is willing to do anything to win back the silence of the Church hierarchy may seem obvious. That his interior minister - a party celebrating the pagan Celtic! - He was ready, with a similar kiss the slipper clerical, to trample the most basic constitutional rights of citizens of Palermo, is just another "rape of the Constitution" that Peter has rightly charged with this most infamous regime every day.

But the face of such enormity that the newspapers that call themselves "independent" licenses do not box, that their columnists are always ready to flaunt the "liberal values" do shrug, that the opposition Democratic Party and other Casini even being aware of the havoc done that the Head of State, representing the unity of the nation under the constraint of the Constitution, do dumb, terrified and frozen with all of this leave.

Yesterday, in fact, in Palermo, suspended constitutional freedoms, and unless this site has yet nobody complained. Yet it is a real "rape of the Constitution" to be removed a banner that citizens wanted to "freely express their thoughts through speech, writing, and any other means of communication" (Article 21 of the Italian Constitution, in theory not yet repealed). That banner was right even if there had been written "Down with Ratzinger!" In all its ramifications and variations, of course. Instead reported just one sentence of the Gospel of Matthew 21.13: "My house is a house of prayer but ye have made it a den of thieves", words that Ratzinger would be the very words of God, but that hard-working officials Government of the blasphemer and Celtic have to remove, even by involving firefighters.

It is not enough: the Library "Altroquando", a historical library of Palermo, in the few libraries (applies to all of Italy) who are still centers of cultural life in the supermarket rather than mere book, it was ironic posted a sign saying " I love Milingo "[see youtube video attached here]. The police took away, without a warrant of any magistrate, in violation of not only Article 21 but also Article 14 of the Constitution, which states: "The home is inviolable. There may be inspected, searches or seizures, except in the cases and manner prescribed by law in accordance with the guarantees prescribed for safeguarding personal freedom. "

Faced with all this silence is not acceptable, the clever distinctions, the warm "taken away". And if you ran the intellectuals are silent, we are launching Web sites to collect signatures.

Not only that. Who ordered to remove posters and banners has committed a crime. And in Italy the prosecution is required. We wonder what's the prosecutor in Palermo to open an investigation to identify those responsible for these abuses, the principals - in all their hierarchical chain, because the police obey the prefects and prefects of the Interior Minister and Prime Minister blasphemer - by this unacceptable violation of our most basic freedoms.

The Pope and the banner removed
from Il Fatto Quotidiano

"I love Milingo" This was written on a banner on display inside the library Altroquando of Palermo. The Digos (Division of General Investigations and Special Operations is an Italian law enforcement agency and de facto political police, charged with investigating sensitive cases relating to terrorism, organized crime) did not like the phrase: it was deemed "offensive" to the Pope who would pass there soon to Via Vittorio Emanuele, the same street where is located the library. The banner has been destroyed despite the protests of the bookseller: "It is my home" he screamed. It 's the second case in Palermo, after another banner with the words of the Gospel (My house will be called a house of prayer,] but you are making it a den of robbers) removed by firefighters from a house in front of the place where the pope had to talk to the people of Palermo.

This morning, Sunday, October 3, 2010, at 11:30 am, several police officers were in uniform and Digos officials have ordered the removal of a banner inside the window of the library Altroquando in Via Vittorio Emanuele 143 Palermo. The banner read the sentence: I LOVE Milingo. The police seized along with posters of the exhibition "The future of the popemobile" for three days staged in the same library. The argument that the measure was offensive to consider such a sentence at the very moment when the procession of the pope would go to Corso Vittorio Emanuele.

We believe strongly that this action undermines the constitutional rights of freedom of expression of one's thinking, both by critics and satire. We believe that the message in question did not offend anyone, nor incite violent behavior.
Instead it was a sign of the political love that so much has recently made its way to Italy. Because a message of love and reconciliation should be offensive? Why Pope Benedict XVI should ignore the rule of forgiveness on which the Christian doctrine? Milingo really does not deserve to be loved? Palermo deserve this miracle really down?

The armed band is no longer a crime
Marco Travaglio from Il Fatto Quotidiano
After many laws ad personam for Mr.B, here's one for those loyal to Umberto B. The rule is well hidden in an omnibus order which takes effect in a few days, October 9: DL 03/15/2010 n. 66 published in the Official Gazette on 8 May under the title "Code of the military." The decree covers 1085 standards and, among these, the number 297, which abolishes the "No Dl 02/14/1948 43 ": that punishes with imprisonment from 1 to 10 years anyone who promotes, establishes, organizes or directs military associations, which pursue, even indirectly, for political purposes "and organize themselves to carry out" acts of violence or threat. " The trick is there and you see: a measure repealing a myriad of useless old rules is used to disguise the decriminalization of a serious crime and, sadly, very current. I wonder if the President of state, who regularly co-signed the decree, has noticed. The idea is due besides the Minister of Defense Ignazio La Russa, also the holder of the simplification of rules, the Northern League's Roberto Calderoli. What occurred to these gentlemen, among other things, the height of the new alarms about a possible return of terrorism, to decriminalize the military and paramilitary gangs of politically motivated? Perhaps the existence of an ongoing process in Verona for 14 years against the Northern League politicians and activists from around the Piedmont, Liguria, Lombardy and Veneto, accused of organizing a paramilitary group in 1996 called "National Guard Po ", complete with a split: the famous green shirts, the guardians of secession. A process that until a few months ago also saw defendants Bossi, Maroni, Borghezio, Spurs and five other senior executives who were MPs at the time, including of course Calderoli. Originally, the charges made by the prosecutor Guido Papalia on the basis of investigations by the Digos and copious wiretaps, in which many players were talking about guns and various weapons, were three: attack on the Constitution, attack the unity and integrity State, setting up a paramilitary outlaws. But the first two, with another "law to bond," were de facto decriminalized (still only on actual use of violence) in 2005 by the second Berlusconi government. Remained just the third, that one now removed by the the L a Russa-Calderoli proposal. The Northern League leaders indicted were already saved from the usual process by a vote of Parliament, which declared that to establish a paramilitary band didn't fell among the crimes of opinion of those elected by the people. Papalia appealed to the Constitutional Court with two conflicts of powers between branches of government against the Chamber, but failed to get right. Remained charged 36 people, including Giampaolo Gobbo, secretary of the Liga Veneta and the deputy mayor of Treviso and Matthew Bragantini. But yesterday, the first day of the trial to the Court of Verona, she got the lawyer Patrick Edwards reporting to the judges who also survived the offense is going to evaporate: just wait until October 9th and all the defendants should be acquitted by law. Astonishment: nobody had noticed. The Court has been forced to acknowledge that, and postpone the hearing to November 19, pending the entry into force of the decree. Then the process will rest in peace forever. The green shirts and their sponsors can rest easy. The Party of Love, always ready to denounce the "climate of hatred that can degenerate into violence," decriminalized the armed band.
